Interfaces & connection

Please note that this process step only applies to the responsible authorities whose federal states have booked the additional connection and local authority support. This applies to the federal states [Brandenburg, Bremen, Hamburg, Hesse, Saxony, Saxony-Anhalt]. If your federal state does not make use of the additional support, this step may not be necessary. To do this, please contact the coordinating office in your state.

It is important that after this appointment at least one participant from the municipality to be connected is informed about all organizational and technical backgrounds and is able to pass on the information to the municipality.

A comprehensive information package containing various documents will be sent out following the meeting. In addition, participants will receive a link to a form containing a query on the classification of the municipality in various groups.

Procurement of certificates

Certificates based on the administrative PKI are used to ensure content encryption of the data (see also the OSCI transport profile of the XSozial standard).

As the certificates have a high security relevance, it must be ensured that they are issued exclusively by authorized bodies such as Telesec.

These bodies are in turn authorized to issue certificates, for example in the context of OZG implementation.

DVDV entry

Every local authority must be entered in the Directory of Public Administration Services (DVDV).

The necessary transport information is stored here for each online service of a local authority. In order to be able to make an entry in the DVDV, the aforementioned certificates are required, among other things.

The steps to be taken for installation and commissioning differ depending on the selected connection variant in the municipality.

Connection variant 1

After all framework conditions for operation with the selected interface have been discussed and agreed with your specialist procedure manufacturer and any necessary procurements have been made, you install the required updates/components with your specialist procedure manufacturer and set up the interface for retrieving the requests from the OSCI intermediary together.

Connection variant 2

Commissioning and installation are carried out according to a detailed installation guide, paying particular attention to the necessary firewall activations and the steps for creating the mailbox. A detailed description of the individual steps can be found in the COM Vibilia commissioning guide and the COM Vibilia user manual.

Connection variant 3

The connection via FIT-Connect is currently being piloted.

After successful commissioning, the local authority notifies the connection and local authority support team of the social platform or the coordinating office of its federal state that it is ready to carry out the test. A test application is generated and sent to the local authority.

The local authority then checks whether the test application could be fully displayed and processed by the specialist procedure or the connection component. If the test application is not processed as expected, the local authority must report this to the connection support of the social platform or the coordinating body of its federal state.

As a condition for the productive activation of a service, the corresponding reuse and data protection conditions must be agreed. Successful notification of the test is also necessary.

After activation, the functionality is confirmed by means of a final test in the production system. As soon as all tests have been successfully completed, the corresponding municipality will be activated for the service on the social platform.
