Severely disabled person's pass

Various characteristics (letter abbreviations) in the severely disabled person's pass indicate which specific disabilities and health restrictions the person has. Many compensations for disadvantages and benefits are linked to these characteristics.

There are the following signs:

• Mark G: significant impairment of mobility in road traffic and significant walking and/or standing disability
• Characteristic aG: exceptional walking disability
• Characteristic H: helpless
• Bl: blind or severely visually impaired
• Characteristic RF: exemption from radio fee reduction
• Characteristic B: requires constant accompaniment when using public transportation
• Characteristic Gl: deaf or hearing impaired bordering on deafness with severe speech impairment
• TBl:deaf-blind

Note: If the requirements for free transportation on public transport are met (mark G, Gl, H, aG or Bl), the card is also printed in orange on one side and is valid as a ticket in conjunction with the token.

To apply for a severely disabled person's pass, you usually need an identity card and a passport photo. Medical documents about your current state of health are also an advantage. Missing documents will be requested by the office from the doctors and the offices specified in the application.

If you have a disability with a degree of disability (GdB) of at least 50 , you can obtain a severely disabled person's pass. The GdB is determined by the districts and independent cities .

A severely disabled person's ID card is issued by the districts and independent cities upon application by

• the person with a severe disability,
• a person authorized by them or
• by the person with custody or legal guardianship with the corresponding scope of duties.

The following applies to young people between the ages of 15 and 18:

• They may submit the application themselves or authorize another person.
• The legal guardians may also submit the application without a power of attorney.

Parents of adults with disabilities may only submit the application if

• the person with a disability has authorized them to do so or
• they have been appointed as legal guardians by the guardianship court.

As a rule, the severely disabled person's pass is valid for a maximum of 5 years. In exceptional cases, the card can be issued for an unlimited period.

For children, the card is limited to the age of 10. If the person is between 10 and 15 years old, the severely disabled person's pass can be issued for a limited period up to the age of 20. For severely disabled people who do not have German citizenship, the period of validity of the severely disabled person's ID card is generally limited to the expiry date of the residence title, residence permit or work permit.

The period of validity is entered as a month and year on the front of the ID card. The start of validity is entered on the back. This is usually the date of application.

To use local public transport free of charge or at a reduced rate, you also need a supplementary sheet with a token.

Important: You can apply for the token at your local authority or online here. The prerequisite for this is that the authorities have determined that you have a GdB of at least 50 and that you have already received a severely disabled person's pass. You can then obtain a supplementary sheet and token from your local authority.

The token costs 104 euros for one year and 53 euros for half a year (as of 2026).

If your ID card contains the H, TBl or Bl mark, you will receive the token free of charge.

You will also receive the token free of charge if

• You receive basic income support or citizen's allowance and
• your ID card contains the G, aG or Gl mark.

On the front of the green-orange ID card, you will see the symbol B for Acompanying person. If the B is not crossed out, you can also take an accompanying person with you free of charge. The accompanying person then does not need a ticket.
