The most important facts in brief

Persons are considered blind

  • with complete loss of sight
  • whose visual acuity does not exceed 2 percent in either eye
  • with long-term visual impairment

As a blind person in Germany, you are generally entitled to a state allowance for the blind. The so-called "Landesblindengeld" is an income-independent benefit in the respective federal states. The amount and the health requirements vary from state to state.

 

Blindness benefit, on the other hand, is a nationally standardized benefit. As a blind person, it offers you the opportunity to supplement the state allowance for the blind. The prerequisite is that you do not exceed a certain income and asset limit and that the amount of the blind person's allowance to which you are entitled is less than the blindness benefit.

 

Blindness benefit is a so-called compensation for disadvantages. It is intended to compensate for the additional costs of your physical impairment.

Important: Blindness benefit is a so-called subordinate benefit. You must therefore be able to prove that you are in need in order to claim it. This means that you do not exceed the income and asset limits that apply to social assistance.

 

Blindness benefit is only paid from the day on which the social welfare office learns of your need.


Who is entitled?

You are entitled to blindness benefit if

  • You are blind or have a comparably severe long-term visual impairment
  • You do not exceed a certain income and asset limit and
  • the amount of the allowance to which you are entitled is less than the assistance for the blind.

You are not entitled to blindness benefit if you

  • have income and assets that exceed the limits applicable to social assistance.
  • want to claim the benefit retroactively. Unfortunately, this is not possible.
  • can receive other, priority social benefits and/or support from relatives.
  • receive the amount of the blind person's allowance to which you are entitled, which is higher than the blindness benefit, as in this case the state blind person's allowance is offset in full against the blindness benefit.
  • at the same time receive care assistance exclusively due to blindness outside inpatient facilities, or a cash amount within inpatient facilities.
