Who is eligible for addiction counseling?

There is a specific definition from the World Health Organization (WHO) to determine whether an addiction is present.

At least three of the following criteria must have occurred in a person during the last 12 months:

  1. A strong desire or perceived compulsion to consume addictive substances.
  2. Reduced ability to control the start, cessation or quantity of drug use.
  3. Physical withdrawal symptoms when drug use is stopped or reduced.
  4. Increasing doses of the drug are required to produce the original desired effect.
  5. Progressive neglect of other pleasures or interests in favor of drug use and increased time spent using or recovering from the effects.
  6. Continued use despite evidence of harmful consequences.
