The most important facts in brief

Cost-of-living assistance is a social benefit provided by the state. It is sometimes also referred to as welfare assistance.

It is intended for people who are unable to work for a while or can only work for a short time. Because money is often tight in such cases, Cost-of-living assistance helps to pay for basic needs such as food, clothing and accommodation (rent).

It can only be received if no other state benefits, such as a pension or Citizen's benefit, are available. Help from other people, such as family members, must also be excluded.

In these cases, assistance with living expenses is not the appropriate benefit

In these cases, Cost-of-living assistance is not the right benefit

  • Permanent reduction in earning capacity

    If it is likely that you will be unable to work permanently (permanent reduction in earning capacity), Cost-of-living assistance is not the right benefit for you. In this case, please contact the German Pension Insurance. If it has been determined that you are permanently disabled, the Basic welfare for the elderly and people with reduced earnings capacity may be the right benefit for you.

  • Single household with a person capable of earning

    Cost-of-living assistance is usually only paid to single persons. If you live with a person capable of work (including children aged 15 and over) in a single household, you are not entitled to Cost-of-living assistance. Instead, you may be eligible for Citizen's benefit

Who is entitled?

You are entitled if you

  • cannot support yourself from your own income and assets
  • even with the help of other people, such as your wife or husband, are unable to support themselves
  • have not yet reached retirement age
  • are temporarily unable to work (also known as "temporarily incapacitated for work")
  • have no or insufficient entitlement to other social benefits, such as Child benefit, Housing benefit, pension, Unemployment benefit, sickness benefit and parental benefit

* You are considered to be temporarily incapacitated for work if you can work less than 3 hours for more than 6 months

(usually due to illness).

You are not entitled if you

  • are permanently resident abroad
  • are able to work, i.e. could work, and are therefore entitled to the "basic income support for jobseekers" benefit (Citizen's benefit)
  • are permanently fully incapacitated for work
  • do not have German citizenship and do not have the necessary right of residence, to receive Cost-of-living assistance
  • are entitled to benefits under the Asylum Seekers Benefits Act
  • receive a permanent reduced earning capacity pension or have reached the age for the regular old-age pension
  • live together with a person capable of work in a so-called single household (usually a joint household), see also the section "Cost-of-living assistance and family")
