Declaration on accessibility

The Ministry of Labor, Health and Social Affairs strives to make its websites accessible. Websites should be designed in such a way that they comply with the national legislation implementing Directive (EU) 2016/2102 of the European Parliament. The following accessibility statement applies to the sozialplattform.de website and was created on February 22, 2022.

We are currently working on improving the accessibility of the site. However, we ask for your patience, as some of the site's programming needs to be changed. For example, text spacing cannot currently be adjusted and operation without a mouse is sometimes inconsistent.

This website is partially barrier-free. The requirements of BITV 2.0 are partially fulfilled. This website was tested by the Barrier-free IT Competence Center using the BITV self-assessment test. The test was carried out from 18.10.2021 to 27.10.2021 on the basis of the software version Social Platform Release 2.0.

At the time of the test, four test steps were not fulfilled and three test steps were partially not fulfilled.

Which test steps are not fulfilled?

Input fields for user data convey the purpose (test step 9.1.3.5): Input fields that refer to the user themselves should enable a semantically clear, language-independent determination of their purpose. The HTML autocomplete attribute, which can be used to define the input purpose for fields such as name, email or telephone number or address data, is currently suitable for this.

Adjustable text spacing (test step 9.1.4.12): People with visual impairments can improve the readability of text if they can adjust the spacing between lines, paragraphs, characters and words using tools such as bookmarklets or their own stylesheets. Such adjustments mean that texts may need more space and content containers must be created dynamically accordingly in order to show the longer text without loss.

Usable without a mouse (test step 0.2.1.1): The drop-down lists should all be immediately accessible via tab and expandable via spacebar. It should then be possible to navigate the list using the arrow keys and make a selection using the Enter key. In general, the behavior of the drop-down lists is very different and should be avoided.

Correct syntax (check step 9.4.1.1): Several pages contain syntax errors.

Which test steps are partially not fulfilled?

Alternative texts for control elements (test step 9.1.1.1a): Alternative texts for graphical buttons should describe the action that the button triggers.

Sensible document titles (test step 9.2.4.2): Basically, document titles designate the content of individual pages and the web offering. They can be used to differentiate and select pages. On some sample pages, the website is specified but the area is not clearly listed for orientation purposes.

Clear current position of the focus (test step 9.2.4.7): The keyboard focus should be highlighted at least as clearly as the mouse focus. For links that do not react to the mouse pointer, the keyboard focus should at least stand out clearly from the selected background color. Hidden jump links should be displayed when the focus is maintained.

Elimination of these defects

Based on the test results, the above-mentioned page was revised. A new accessibility test will be carried out shortly to check whether the above-mentioned deficiencies have been rectified.

The monitoring body for accessible information technology of the state of North Rhine-Westphalia regularly checks whether and to what extent websites and mobile applications of public bodies in the state meet the accessibility requirements. The aim of the monitoring body's work is to ensure compliance with the requirements for accessible information technology and to ensure that the legal regulations are implemented across the board.

If you do not receive a satisfactory response to messages or inquiries about accessible information technology on this website, you can contact the ombudsman's office for accessible information technology of the state of North Rhine-Westphalia. The ombudsman's office is assigned to the commissioner for the interests of people with disabilities and is legally anchored in §§ 10d, 10e BGG NRW and §§ 9 ff of the BITV NRW. With the involvement of all parties concerned, the ombudsman's office attempts to determine the circumstances of the lack of accessibility so that the provider can rectify them. This is not about finding winners or losers. Rather, the aim is to find a solution to a problem together and out of court with the help of the arbitration board.
