The card serves as proof of entitlement to benefits and other assistance. This assistance is called compensation for disadvantages. Depending on the type and severity of the disability, these include, for example, free local public transport or exemption from vehicle tax.

Important Facts

People with disabilities can claim protective rights and benefits. If the degree of disability (GdB) is at least 50, people with disabilities can receive a severely disabled person's pass. The severely disabled person's pass proves that your severe disability has been officially recognized. The district administration or, in an independent city, the city administration is responsible for determining the degree of disability. The ID card contains the GdB and - if applicable - other markings on the back for identified health characteristics.

When is the card valid as a ticket?

If the requirements for free local public transport are met (G, Gl, H, aG or Bl), the ID card is also printed on one side in orange and is therefore valid as a ticket in conjunction with the token.

Who is eligible?

You can obtain a severely disabled pass if

  • you have a degree of disability (GdB) of 50 or higher and are therefore considered to have a severe disability. The GdB is determined by the district administration or, in an independent city, the city administration.
  • You live or work in Germany.

In addition to the GdB, other health characteristics (so-called characteristics) are often a prerequisite for claiming compensation for disadvantages. If health characteristics are determined that are a prerequisite for claiming compensation for disadvantages, the corresponding characteristics are entered in the ID card. Examples of characteristics are Bl for blind people or G for people with walking disabilities.

You are entitled to a free or discounted token for local public transport if you

  • have a GdB of at least 50 and have therefore received a severely disabled person's pass

and

  • have at least one of the H, TBl or Bl marks on your pass
  • and receive basic income support or citizen's allowance if your ID card shows the G, aG or Gl mark.

You are not entitled to a severely disabled pass if you

  • Have a disability with a degree of disability (GdB) of less than 50.
  • As a parent of an adult with a disability, you would like to apply but have not been authorized to do so by the disabled person or have been appointed as a legal guardian by the guardianship court.
  • As a severely disabled person who is not a German citizen, have a residence title, residence permit or work permit that is valid for less than the period of validity of the severely disabled person's ID card.
