The most important facts in brief

Citizen's income is a state social benefit to secure the minimum subsistence level.
Citizen's allowance is often paid after unemployment benefit, for example, if support is still needed. You can also receive citizen's allowance if you have never worked or have a low income. The job centers are responsible for citizen's allowance.

Entitlement to citizen's allowance essentially requires that you are capable of work and in need of assistance. This is laid down in the Second Book of the German Social Code (SGB II). You are capable of work if you are physically, mentally and emotionally able to work at least three hours a day.

You are in need of assistance if your assets and income are not sufficient to cover your living expenses and you do not receive the necessary assistance from others, in particular from relatives or other social benefit providers.

Citizen's benefits are a subordinate social benefit

Wer hat Anspruch?

You are entitled to a citizen's benefit if you

  • are at least 15 years old but have not yet reached retirement age,
  • live permanently in Germany,
  • are able to work at least three hours a day
  • and are in need of assistance. This may also apply if you are employed but have too little income to support yourself (low income earner).

Persons who are not capable of working and in need of assistance and who live in a community of need (e.g. a family) with a Citizen's Benefit recipient may also be entitled to Citizen's Benefit. This includes, for example, children under the age of 15.
